OpenDocument in Massachusetts
Here's an interesting article on "Why OpenDocument won (and Microsoft Office Open XML didn't". As author David A. Wheeler notes, it's a bit early to say for sure that Massachusetts is going with OpenDocument, but it's strongly looking that way. Microsoft has its own XML schemas (SpreadsheetML and WordProcessingML), but these must be licensed. Microsoft claims that aspects of its schema implement patented technology.
